Assoc. Prof. Thanh Ngo-Duc obtained his engineer diploma (2001), master (2002) and PhD degrees in France (2005) and then spent three years at the University of Tokyo for his Post-Doctoral research on hydro-meteorological modelling. He is currently the Co-Director of the Department of Space and Applications (DSA), and the co-director of the LOTUS International Joint Laboratory (http://lotus.usth.edu.vn) at the University of Science and Technology of Hanoi (USTH). Dr. Thanh Ngo-Duc also leads the research group of Remote Sensing and Modelling of Surface and Atmosphere (REMOSAT), which is recognized as one of the groups with good scientific publishing and international cooperation achievements in Vietnam. His research, using modeling and remote sensing tools, focuses on the topics of natural disasters and climate change, including floods and heavy rainfall mechanisms.close

Manh-Hung Nguyen is researcher at INRAE and Toulouse School of Economics. He obtained his Phd at University of Paris1. His research concerns endogenous growth theory and environmental economics. He has published scientific papers on general equilibrium, endogenous growth and natural resources, epidemics and flood risk management policies. He has been Research Fellow at NUS in Singapore, and Visiting Fellow at Cornell University. He directly participates and coordinates various research projects in Vietnam and France, especially in the fields of agriculture, infectious disease, energy and climate change. close

Étienne Espagne est économiste de l’environnement et du développement. Ses programmes de recherche portent sur les impacts socio-économiques du changement climatique et sur les stratégies d’adaptation et d’atténuation mises en œuvre dans les pays émergents et en développement, notamment en Asie du Sud-est. C’est le cas par exemple du programme GEMMES Vietnam ou du programme Facilité Inégalités dans les pays du Bas Mékong. Plus globalement, les travaux d’Étienne Espagne s’intéressent aux politiques financières visant une transition bas carbone et résiliente, qui ont suivi la signature de l’Accord de Paris. Docteur en économie de l’environnement de l’École des hautes études en sciences sociales (EHESS), Étienne Espagne est également diplômé de l’école Mines ParisTech et de l’École d’économie de Paris. Il a publié dans diverses revues académiques, sur des sujets liés au changement climatique et aux politiques énergétiques. Il enseigne régulièrement à l’Université Paris 1, à l’EHESS, à l’École Polytechnique et à l’ENSTA Paris. Avant de rejoindre l’AFD en 2017, il a travaillé pour le Centre d’études prospectives et d’information internationale (CEPII), France Stratégie et le Centre international de recherche sur l’environnement et le développement (CIRED). close

Dr. Emmanuel Pannier, anthropologist, is a research fellow at French National Research Institute for Sustainable Development (IRD), in a Research Unit called “local heritage, environment and globalization” (IRD & National Museum of Natural History). He is also associate researcher at Center for Southeast Asian Studies (EHESS-CNRS-INALCO). Working in Vietnam since 2005, he is now hosted by the University of Social Sciences and Humanities of Hanoi. His research areas are mainly in the field of “economic anthropology” and “anthropology of development” and deal with non-commercial flows (ceremonial exchanges, gift-giving, debts, mutual aid, tontines, etc.), networks of personal relationships, social regulation regimes and social change among rural populations. He is currently working on local responses to climate and environmental change in Vietnam in the framework of the GEMMES VN project (AFD).close

He is an expert on subsidence in deltaic areas, with the specific focus on the Mekong delta in Vietnam. He received a PhD for his dissertation titled - The Sinking Mega delta - Present and future subsidence of the Vietnamese Mekong delta (2019) at Utrecht University within the Dutch-Vietnamese Rise and Fall project. During his PhD research he studied delta subsidence in the Mekong delta by integrating data and methods from various scientific disciplines, including geology, hydrogeology, geotechnical engineering and remote sensing. As Postdoc within the ‘Water, Climate and Future Deltas’ research focus area of Utrecht University he focused on developing pathways to a sustainable future for subsiding deltas impacted by climate change and high rates of relative sea level rise. As expert at the Deltares research institute he has been involved in a range of applied science projects, several located in Vietnam, translating science on sinking deltas towards policy. Currently, he is an EU Marie-Curie Research Fellow at Padova University, Italy on the MSCA-IF Project - InSPiRED - Improving Subsidence PREdictions in Delta systems - aimed to bridge the gap between geosciences and geoengineering and improving our numerical capacities to predict future relative sea-level rise in deltas. Beside doing fundamental research towards the processes and causes underlying delta subsidence, he actively focuses on impact-orientated research aiming to create awareness, achieve societal research uptake and aid delta policymakers to develop strategies to cope with ongoing land subsidence and accelerated sea-level rise. close

TRAN Thi Anh-Dao holds a tenure-track position in Economics at the University of Rouen Normandy (France) before being awarded by the French CNRS (National Centre for Scientific Research) for a 2-year secondment in Vietnam. She is currently Senior Economist at the Research Institute on Contemporary Southeast Asia (IRASEC-CNRS) and based in Ho Chi Minh-City. During her research fellowship at the Centre for Research in Economics Applied to Globalization (CREAM-University of Rouen), she was posted at the French Institut de Recherche pour le Développement (DIAL-IRD) in Hanoi from September 2011 to September 2013. Her main fields of interest are the development issues of globalization with a focus on comparative studies of East and Southeast Asia. She has published her research works in leading international journals like Comparative Economic Studies, Journal of Economic Integration, Journal of Development Studies or Post-Communist Economies. Her current research work deals with the environmental competition issue in the globalization era, South-South trade integration, gender issues under export-led growth, and more broadly export performance and development sustainability. She has also a longstanding experience in training programs for public officials on areas of international development, trade globalization. She has provided specialist advice and expertise, subject leadership in the fields to academic staff, policy-makers and external bodies like the European Commission.close

Arsène Rieber is Associate Professor of Economics at the University of Rouen Normandy (France). His main research interests are macrodynamics, development economics, international economics and Post-Keynesian economics. His recent works deal with the sustainability of an economic strategy based on export diversification and on export-led growth. He is also involved in the General Monetary and Multisectoral Macrodynamics for the Ecological Shift Project (GEMMES-Vietnam, AFD) under WP5.2 sub-package “Measuring the impact of climate change on Vietnam’s international trade position”. He has written for major economic journals like Cambridge Journal of Economics, Journal of Post Keynesian economics, Structural Change and Economic Dynamics, Journal of Economic Integration, Journal of Economic Development, International Economics and La Revue Economique, as well as in other national and international reviews.close

Sepehr Eslami, MSc, with 10-years+ of experience from marine contracting to consultancy and academia, is a part time researcher/advisor at Deltares and an independent consultant. He is also a part-time PhD fellow at Utrecht University (the Netherlands), addressing fluvial and marine dynamics of deltas in the context of global climate change. With deep understanding of environmental systems, he has advised/lead a wide range of projects with different scopes (development to execution) in Europe, SE Asia and Middle East. Over the past 6 years, in the context of the Rise & Fall Project, he has recently developed an integrated framework for the Mekong mega-Delta, combining multiple 3D delta-wide numerical models. He has applied this integrated framework to develop environmental pathways for the delta, to study basin-wide water and food security. As a member of Netherlands Centre for Coastal Research (NCK) and Coastal Engineering Research Council (CERC), his interests are in connecting deep understanding of environmental systems dynamics to multi-disciplinary development of adaptation strategies.close
